一、项目简介 Program Introduction
国家自然科学基金委员会(以下简称自然科学基金委)2025年继续实施国家自然科学基金优秀青年科学基金项目(海外)(称作“海外优青”)。自2021年设立以来,希望吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才的快速成长,培养一批有望进入世界科技前沿的优秀学术骨干,为科技强国建设贡献力量。
本年度项目申报截止日期:2025年4月15日
The National Natural Science Foundation of China (NSFC) Excellent Young Scientist Fund (Overseas), known as the "Overseas Excellent Young Scientist" program, has been established since 2021. It aims to attract and encourage outstanding young scholars from overseas (including non-Chinese foreign nationals) who have made significant achievements in natural sciences, engineering, and technology to return to China (or come to China) for work. The program allows scholars to independently choose their research directions and conduct innovative studies, promoting the rapid growth of young scientific and technological talents, cultivating a group of exceptional academic leaders who are expected to enter the forefront of global science and technology, and contributing to the construction of a technologically strong nation.
二、学校简介 About Tianjin University
天津大学是工科优势明显,理工结合,经、管、文、法、医、教育、艺术等多学科协调发展的综合性大学,拥有全球影响力的科研中心。天津大学前身为北洋大学,是中国第一所现代大学,设有卫津路校区、北洋园校区、滨海工业研究院校区、福州国际校区和深圳学院。作为全国新工科建设工作组组长单位,提出新工科“天大行动”,在全国率先发布新工科建设“天大方案”并迭代更新,牵头建设“新工科教育国际联盟”“全国新工科教育创新中心”,助力国家科技建设,获批建设一系列国家重大科技基础设施。
Tianjin University, formerly known as Peiyang University, is China's first modern university. It is a comprehensive institution with a strong emphasis on engineering, complemented by disciplines such as science, commerce, management, literature, law, medicine, education, and art. The university fosters multi-disciplinary coordinated development and is home to globally influential research centers.
Tianjin University consists of several campuses including Weijin Road Campus, Peiyangyuan Campus, Binhai Industrial Research Institute Campus, Fuzhou International Campus, and Shenzhen College. As the leading unit of the National Emerging Engineering Education Workgroup, TJU launched "Tianjin Action" which later evolved into "Tianjin Scheme", providing a paradigm for Emerging Engineering Education implementation on a national scale. Our university has also been leading the construction of the "Emerging Engineering Education International Alliance" and the "National Emerging Engineering Education Innovation Center" and has been approved to build a batch of major national scientific and technological infrastructures.
三、申报条件 Application Criteria
1. 优秀青年科学基金项目(海外)的申请人应当具备以下条件:
(1)遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神;
(2)出生日期在1985年1月1日(含)以后;
(3)具有博士学位;
(4)研究方向主要为自然科学、工程技术等;
(5)在取得博士学位后至2025年申报截止前,一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求;
(6)取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力;
(7)申请人尚未全职回国(来华)工作,或者2024年1月1日以后回国(来华)工作。获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
2. 限项要求
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项,不能逆层次申请。
1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria:
A. Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
B. Born on or after January 1st , 1985.
C. Hold a doctoral degree.
D. The main research focus shall cover natural sciences, engineering, and related fields.
E. Since obtaining a doctoral degree until the application deadline in 2025, applicants are generally required to hold a formal teaching or research position at an overseas university, research institution, or corporate R&D organization for at least 36 consecutive months. Exceptions may be made for those who obtained their doctoral degree overseas and demonstrate particularly outstanding achievements, allowing for a relaxation of the work experience requirement.
F. Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
G. Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2024, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.
2. Restrictive Requirements
Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
四、无忧入职 Worry-free Onboarding
1. 聘任岗位:给予事业编制正高教职,开通直聘博导绿色通道,授予博导资格。
2. 福利待遇:提供具有竞争力的薪酬、充足的安家费和科研经费。
3. 团队支持:入职首年即给予研究生招生指标,首聘期内硕/博研究生招生指标单列,学校全额支持招收2名博士后,博士后招收指标不限。
4. 子女教育:学校建有优质的附属幼儿园、小学及中学。
5. 住房医疗:学校在北洋园校区和卫津路校区均为引进人才提供周转住房,附近生活交通配套齐全,北洋园校区地铁直达;周边拥有天津大学中心医院、泰达医院、泰达国际心血管病医院、津南医院、新城医院、爱尔眼科医院、天津医院、海河医院、儿童医院、胸科医院等天津大学直附属医院及医学中心,为教职工提供优质的医疗保障。
6. 天津优质教育资源丰富,教育优势凸显,是全国三个高考自主命题城市之一。天津初中升高中录取率、本科录取率、985高校录取率均在全国各省份中遥遥领先,被誉为考大学“最容易”的地方。
7. 其他政策:协助解决配偶工作。对于依托申报且进入会评环节的申请人,经学校评审通过,可提供“北洋学者英才计划”事业编岗位待遇。入职后入选优秀青年科学基金项目(海外),将补齐相关引进待遇。
1. Appointment Position: Senior academic position is offered on the public institution system of contractual employment,along with a fast-track process for direct appointment as a doctoral supervisor and the granting of doctoral supervision qualifications.
2. Benefits: Competitive salary, adequate relocation allowance and research funding will be provided.
3. Graduate enrollment quotas will be provided in the first year of employment. During the initial appointment period, separate quotas will be allocated for Master's and PhD student admissions. The university will fully support the recruitment of 2 postdoctoral researchers, and there will be no limit on the number of postdoctoral recruitment quotas.
4. Children's Education: The university has high-quality affiliated kindergartens, primary school and secondary school.
5. Housing and Healthcare: The university provides rotating housing for recruited talents at both the Peiyangyuan and Weijin Road campuses, with comprehensive living and transportation facilities nearby. Peiyangyuan Campus is directly accessible via the subway. Surrounding the campuses are Tianjin University affiliated hospitals and medical centers, including Tianjin University Central Hospital, TEDA Hospital, TEDA International Cardiovascular Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children’s Hospital, and Tianjin Chest Hospital, ensuring high-quality medical services for faculty and staff.
6. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the three cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the "easiest places" for pursuing higher education.
7. Other Advantages: Assistance in addressing spouse's employment issues. For applicants who rely on the university for their application and reach the final evaluation stage, the university may offer a position under the "Peiyang Scholars Talent Program" with full institutional benefits, subject to university review and approval. For those selected for the Excellent Young Scientists Fund Program(Overseas) after joining, the university will provide supplementary benefits to match the corresponding recruitment package.

The university's capacity to undertake large projects and produce significant outcomes continues to grow. In 2024, research funding reached a new high, with total funding exceeding 4.135 billion yuan. A total of 26 National Key R&D Program projects and 403 National Natural Science Foundation projects were approved. The university also secured 6 major Humanities and Social Sciences projects, setting a new record in its history. Additionally, 3 National Social Science Fund Major Projects and 1 National Social Science Fund Key Project were approved. From 2015 to 2024, the university, as the lead institution, received 17 major national awards across the three national categories.

2019年10月,国家重大科技基础设施——大型地震工程模拟研究设施正式启动建设。2024年11月,该项目在天津大学通过国家验收并正式投入运行。
